Steps to reproduce:

1. Starting with a default setup, right-click the kickoff widget and select remove.  The taskbar is now the leftmost widget.

2. Right-click the panel and select "Add Widgets..."

3. Click and drag the Application Launcher Menu (Kickoff) widget to the far left edge of the panel

Expected result: you get a Kickoff menu on the far left of the panel

Actual result: no widget is added, and the leftmost task on the taskbar is switched to (as though you had clicked at the far left of the panel).
