Do you run kepas by any chance?

Since you cannot provide any information on what causes this and no backtrace it sounds more like a support request rather than a bug report. Please ask on a mailinglist or on IRC in that case.

You can try to remove the plasma config rcs from ~/.kde4/share/config. Since you can use ALT+F2 it should be no problem to start dolphin or alike for that.
