I have my panel on the left, and my kickoff button in the topleft corner. if I slam my mouse all the way over to the left I can click the kickoff button, but if I go all the way to the top there's a 1-pixel dead area where left-clicking does nothing, but right-clicking brings up the kickoff contextmenu. maybe your layout has a margin or something?
this is one of those rare things that actually *does* count as a usability issue, I think ;)
