pretty smart: not reading the other 74 comments. They're probably useless anyway and someone not as smart as you will surely just step up to explain for the 75th time what the solution for you is.

You are commenting on the default containment, that has the toolbox as an essential feature. This means it cannot be removed from this containment. There could however be various other containments, that do not have the toolbox essentially or at all. And you might be delighted to learn that indeed such containments do already exist.

I'm not stupid enough to also look the name of this containment up for you and tell you how to enable it for your desktop. But you might try to enquire on panel-devel@ about it.
