I would sugest that icons/applets on the panel should have some highlight as the icons on the desktop have. That way, the user will intuitevely know he can move.

Also, for me it would be interesting that beside moving I could copy/duplicate a icon/applet easily. A common use of this is to copy an icon from the desktop to the panel, as the user want to keep them on both.
