the obvious and easy way to do it for most people would be to:

 -1.left click over any area of the applet/icon  2. hold left click and drag to desired location -> just one click and a drag.... the way I have been moving stuff around the desktop for almost the past 20 years.  (Maybe you would want to lock some icons against accidental dragging, in case a user drags such an icon/applet just have a message popup saying the item is locked and to right click to unlock or click somewhere in message bubble to unlock)


and/or 

- alternatively right click applet/icon select move and move applet/icon to desired location
