As we have now the panel config widget (that transparent ones that appear on 
top of the panel), imo the move should be possible only if the configuration is 
activated. An idea would be to display the position of the applets on the 
ruler there, as now there are no visible applet handles, so with simple d&d 
you might move e.g the systray instead of the nearby clock or taskbar.
