I bumped again with this report, previously I missed somehow this little detail "locked". 

The problem is this, I would like to configure the desktop and leave as few as possible "entry points" where you can change the desktop. This way I will feel safe for my computer (that by accident I won't change my polished settings) and I feel safe for everybody I set the computers, and those guys will be safer because they could not unconsciously break something.

Thus, if this is really, really wanted I think the only solution would be configurable behaviour, so it would be possible to turn off such feature.

So I get back that "idea is great" because I don't see all the benefit, with keyboard shortcuts for lock/unlock:
* unlock
* move
* lock

No extra code in KDE4 required, no additional option, and job is done (plasmoid is moved).
