There is not "something settings", the menu only shows:
Properties
Desktop Options
Remove this icon

The caption and also the "file name" given in Properties says: png;base64,BASE64ENCODINGOFFILEHERE

Basically it is the same plasmoid as when you move a picture on your disk from Dolphin to the desktop. The only difference is that the latter is only a reference to the real file, while in the Kopete case, the plasmoid contains the base64 encoded file in the icon itself.
