(I had to look just now to see what was even there. ;) )

It looks to me like the only feature that's in the toolbox but not the context menu is "Zoom Out".  I never use it, but my understanding is it's a work in progress.  So I don't know.  It might be a good idea to put in the context menu just so it's still accessible when the toolbox is hidden.

I could live with a separate, blank (toolbox-free) containment as well... it just seems to me like a very sub-optimal way of solving this bug.

I'm not a usability expert, but my suspicion is people will think in terms of "I want to get rid of the toolbox", not "I want to replace my desktop containment to make the toolbox go away" -- assuming they even grok what a desktop containment is.  Reading over this bug, and over various kde-devel@ threads, I get the impression that desktop containments are very non-intuitive.
