If we click on the handle of a plasmoid with the right mouse button, the menu of the desktop background appears. The handle appears to be in connection with the plasmoid to the user, so I think the user (at least I) would expect that the menu of the plasmoid pops up. So I suggest that the popup menu of the handle should be that of the plasmoid.
