I know that with each theme the effect is different, but then it would be a problem of setting this up -- if it would be up to theme only.

Maybe in other words -- the problem is, that if for every "effect" you have to use another theme you end up with tons of themes.
Theme A.
Theme A' -- just like A but with taskbar improved.
Theme A'' -- just like A but with something else changed.
and so on.

So I think it would better have ways to configure them, so we'll have 10 themes but fully congigurable.
