changed bugzilla email settings

hi all..

in an attempt to throttle the insane amount of bug traffic on the list, i've 
altered the bugzilla settings so that panel-devel will only get notifications 
on new bugs, closures and new comments.

all other changs will not result in spamming the list.

let's see if this helps any.
