plasmoids: provide send to background/foreground buttons

so the user could safely set which plasmoid is where, currently it takes only to move a mouse, and the order is changed so it is hard to set anything.

Besides, it is impossible (easily) to change the order if one plasmoid overlaps completely another (smaller).

With those buttons -> one click and we are done.
