that would be great. the best place for this discussion would the mailing list: panel-devel at kde dot org.

note that in 4.2 we will be breaking up the functionality of containments into three parts: background rendering (e.g. wallpaper), applet management (organization, layout and control interfaces) and context menus. that may already address issues you are concerned about.
