No panel prefixes for panels not 100% wide?

So, in the discussion earlier ("new panel look and feel" thread) it was 
mentioned that panels that do not have 100% width (or height for vertical 
ones) will have different prefixes than those that are.

The current implementation uses no prefixes at all for those panels which is
much worse than it was with using the same prefixes.
