Not a feature - indeed it's a bug (unless I really don't understand what one can consider a bug). In any case, I trust that it will be fixed!

Indeed, I filed a plasma bug report (that was taken to be of bad form) complaining about huge CPU use, where the problem was with processes left-over in the background and restarted in new sessions. So, in the interest in not giving KDE4 an undeserved bad name (bloat), the present report should be taken seriously.
