The Panel loses it's full-width configuration if you move it from the bottom of the screen to the right side of the screen and then back. When you move it back from the right side of the screen to the bottom of the screen, it becomes as wide as your vertical screen size. (1280x1024 screen, panel would become 1024 px wide)
