Maybe the summary isn't clear, but I don't know how to describe it better in one short sentence.

Ok, the problem is, that if you have the simple launcher in your panel, click to open it, then move the mouse somewhere else, click again (the menu closes), don't move the mouse and click again, then it will still highlight the menu you opened before and open it again.
This will lead to some problems, for example:
You have a "favourites menu" (which is a derivation of the above as you know), open it, then you realize, that the program you want isn't there, click on the normal menu button, but it doesn't open it, instead it closes the favourites menu and if you click again there is a very high chance, that it opens the favourites menu again instead of the normal classic menu (because you haven't moved the mouse).

Steps to reproduce:
1. Add a simple launcher widget
2. Open it (don't close it)
3. Move the mouse somewhere else (for example over the device notifier)
4. Click (simple launcher menu will close), don't move the mouse
5. Click again (simple launcher menu will open again)

Kickoff doesn't have this problem as far as I can tell.
