[PATCH] Standardize clocks config dialogs

Are thoughts from a simple user welcome? If they are, continue reading. ;)

I, for one, actually like the tabs. I definitely  prefer them to showing
everything in group boxes or what not. The reason? It's quite simple.
My eyes don't like the timezones list. Nor does my brain. All the text, the
flags... if I wanted to configure a simple analog clock, I expect a "simple"
dialog with "simple" options. That list looks both complex and "cluttered"
and shouldn't (in my opinion) be the first thing that's shown. And
absolutely not together with other options.

Yep. That's the reason why I like the tabs - the dialog that shows up looks
clean (a little bit empty at the moment though), and if I click the tab
"Timezones", I know pretty much what to expect. The grayed out list +
checkbox is a huge plus.

Those were the thoughts of a simple user. Now I want to hear your arguments.
