[PATCH] Standardize clocks config dialogs

ok, so, on to the GUI part of it. i don't like tabs. there, i said it. and i 
feel so much better for it. ;)

seriously though, i think we'd be better off in this situation using two flat 
groupboxes. see the config pages in konsole for an example of this style...

so it would end up looking sth like:

*Appearance*
[  ] Display seconds
[  ] Also display time in text

*Timezones*
[  ] Use local time zone
----------------- List Box ---------

---------------------------------------

thoughts?
