The [x] widget in window decoration when the window is maximized is exactly at position of zoom widget-tool.

Yes, it is -- ask any psychologist if animation causes focusing on animation (hint: that is why all ads are animated). However, this is just additional argument, not the main one.

It was a _suggestion_, not a wish itself, please don't catch me on words now.

And why? "it is by design" is not an answer. I didn't hear _one_ argument why it should be non-removable. One. Everything is configurable, but not a zoom tool -- it is better hardcoded.
The bottom line is -- why to clutter the desktop with tools user does not use?
