How does this sound as a proposal? I think it'll make everyone happy. 

"Lock Widgets" should hide or remove the toolbox from the desktop. The toolbox contains actions specific to the manipulation of the desktop and it becomes pretty non-functional when widgets are locked. Of course one could argue it still has the zoom functionality, but I don't think those functions should be enabled when the desktop is in lockdown mode.

Here's an even cleaner idea, why not hide the toolbox when no tools exist inside it? Hide the zoom tools on "Lock Widgets" and then there won't anything in the toolbox and goes invisible. The toolbox isn't gone and will still popup in ctrl+f12 because hide dashboard will be there, but won't exist otherwise.
