[PATCH] Tooltip alignment

Hi,
at the moment the taskbar tooltips can't be viewed if the taskbar is at the 
top of the screen because of the position calculation
this patch moves the tooltip at the bottom of the widget if there is not 
enough room for displaying it at the top.
not sure if there is a cleaner way to position it correctly also for vertical 
panels
