[PATCH] Standardize clocks config dialogs

The following patch tries to standardize the clocks config dialogs, so
it becomes more consistent.
It splits the analog clock config in 2 tabs (Appearance/Timezones),
the same way as the digital clock config.
It also adds an option to Use local timezone to the analog clock as
this option exists in the digital clock.
Finally it adds a spacer to the end of the options, so the options
stay aligned on top, making it more pleasant to the eyes (IMHO).

Ok to commit?
