[PATCH] panel size from plasma-appletsrc

This is a semi-functional implementation of a configurale panel size, it's
still a little bit rough, in particular it must be configured by editing
plasma-appletsrc and i still didn't get on how to move the panel, so with
horizontal panels it's still aligned to the left and it's aligned to top for
vertical panels.
oh and some applets sets a too big minimum size.
