no plasma add-ons will go into toys or utils. it's either:

a) in kdebase if it's a core component
b) with the host application if it belongs to it (kget and akonadi come to 
mind)
c) in eztragear if it's an independant component

we released plasma-extragear with the last couple releases and will continue 
to do so making it easily available.

personally i think mish-mash modules like "toys" are a rather poor idea now 
that the project is as rediculously huge as it is. heck, plasma's extragear 
alone is probably as big or bigger than the original kdetoys =)
