hm.. no, libs/plasma/ is where, well, libplasma lives and even though plasma 
the app is all about clocks ;) libplasma most certainly isn't. putting it in 
workspace/plasma/applets/ is convenient in that it prevents having to make 
any harder decisions.... but it probably doesn't belong there, in that you 
are correct.

personally, i'd prefer to see it in workspace/libs/libplasmaclock/
