Applets - to maintain aspect ratio, or not?

and it was driving me absolutely nuts. if i have an icon that 150px big (i 
do), i had to move 15px to get any change. worse, if i wanted it to be 140 px 
i first had to drag it to 120 or 180 then start again. 

on the other hand, if i had a 30 pixel item (i do) then i had only 3 pixels 
of "give" for snapping.

10% is a bit .... crazy. i replaced that with the dndDelay instead making for 
a constant size snap zone.

we should not expect our users to do this any more that absolutely necessary.
