Moving IconApplets when clicking on the icon

of course, the annoyance is that every applet needing such a thing would need 
to do this =/ might be interesting to eventually find a generic way to 
provide this functionality (e.g. to allow applets to say "forward mouse 
events for this subitem to me as well, please and thank you")... for now, 
though, i'm happy with changing just the icon applet in this way.
