this is actually sort of why i'd like to eventually have the text on the left.
the icons can then be lined up around the inside of the circular hover area
and the text can extend out.

that would mean a (often much) larger toolbox, probably wouldn't be too great
for visual association (lots of odd eye movements and visually disconnected
elements) and makes for a small target to hit (text+icon > icon)
