[PATCH] make panel not use "size" config entry

sorry I'm not using review board, I have to run offline.
this patch removes the need for a "size" config entry in a less ugly way by 
reading the geometry and location instead.
there is some ugliness in the diff because I pulled some code out into its own 
function, which changed its indentation level.
I can't find any bugs, although I'd like it if someone with multiple screens 
tested it.
if it's good, can someone do whatever minor cleanup may be needed, then commit 
and backport? I'm not sure I'll be online again before 4.0.2 is tagged.
