No, if I choose the widgets, there I have the entry application launcher. I think, the name should be kmenu. I could place it on the panel and use it to start programs.
In KDE 3.x or the new kmenu, you have a little menu (move to desktop, move to panel...), if you choose a shortcut from the startmenu. The traditional menu has nothing from this. If you click on a shortcut, the application is launched like by pressing the left mousebutton.
