If you turn an icon and tries to move it, it don't follow the mousecuror. It describes a curve. The effect appears only, if you take it in the middle. If you choose the transparent part, it works fine.
The difference is in function to the turned icon. If you put in on the head, you have 180° difference. On left or right side, you have an angle of 90°.
