backporting and i18n

hi all...

speaking with the i18n teams via the mailing list, it seems we have a green 
light to backport reasonable amounts of new strings into 4.0.x if it means 
improved functionality in 4.0.x plasma.

i asked for exemption for both 4.0.2 and 4.0.3 and there has been no push back 
so far, with express approval from the German, French and Latvian teams so 
far.
