You don't need to recompile+reinstall all of KDE ;)
just (not sure if it really works that way in gentoo):
cd /var/tmp/portage/kde-base/kdebase-9999.4/work/kdebase-9999.4/workspace/plasma/containments/desktop/ && apply_patch_there && make install

So, kde is pretty modular :)
