[PATCH] Digital Clock: optimization for tool tip updates

This is patch that causes using introduced a few days ago
updateToolTip. It let us update tool tip only when it is needed.

By the way of this patch I also prepared updateToolTipContent() to
display time in all choosen timezones. This doesn't work yet, however
you can see how tooltip will look in future. It's something like

[icon] 7.04.2008

Paris: 13:50, 7.04.2008
Warsaw: 15:50, 7.04.2008


Waiting for objections for commiting that :) Feel free to find bug or
poor solution :)
