If you have or add a widget to the panel which cannot be created then it is impossible to remove it.  The right click menu only shows copy and select all as options.

It should be possible to click add widgets and then click the minus icon next to the widget that is misbehaving, but I do not think it shows as being added.  I think my broken widget is the new device notifier, but that is not showing the minus icon.
