[PATCH] panel placement at the center (or whatever) of the screen

here it's an early patch to panelview, posting now only to hear if i'm on the 
right track.
the config of the view is saved in plasmarc under [Views] it still uses the id 
of the panel to differentiate between the various panels.
the placement is saved in offset, when it will have the align property the 
offset will become the left, center or right position.
now there is the problem that since the containment doesn't know about the 
view the left border of SvgPanel is not drawn, so the view should be able to 
modify the geometry of the containment?
same as above, if the view can set minimum and maximum sizes for the panel it 
should be able to alter the geometry of the panel again.
