what is the use case for having a configuration file? (not saying there isn't 
one, just that i'm not aware of one right now =)

if you are thinking about making a specific applet themable and it has custom 
components, then this should probably be stored in the applet's configuration 
(either the local one if it is per-applet or the applet global config if it 
should aply to all applets)

(and speaking of which, i suppose we'll want / need a way to notify all 
running instances of an applet when the global config gets changed? hmm...)
