I've already started that.  See
playground/base/kickoff-rewrite-kde4/src/plasma-applet
It is essentially a start button which creates a Kickoff launcher
widget and pops it up in the appropriate place when clicked on.  The
position is currently not quite correct because it does not allow for
a window frame around the launcher widget (eventually the Kickoff
launcher will not have a window frame of course but provide a small
resizing grip as per the design).
