[Panel-devel] A patch to fix the way applets render their background

Most applets have a black background with a white border, but between the
border and background is a small transparent area. I have submitted a patch
that resolves this issue through a hack by having the borders draw over the
black and transparent area, stretching the background out to the border
areas
