[Panel-devel] Moving plasma applets

Hello,

I have just upgraded to the latest svn and played a bit with plasmoids. I
was pleasantly surprised with the hover effect showing config and other
buttons but I am not sure forcing the user to use the move icon to move the
plasmoid is a good idea.

I found myself constantly trying to move a plasmoid by grabbing some visible
area of it. I believe it would be more consistent with the way people are
used to interact with icons on a desktop if moving plasmoids were done this
way.
