[Panel-devel] Pager applet moving bug

Hi,

When moving the pager applet to another place on the desktop, the next mouse 
move action is affected and moves an applet to (0,0). This used to be 
described on Techbase [1], not sure where it went, apologies if there's a bug 
or thread open for it.

Anyways, attached is a simple fix, can I commit it?
