I'd be happy to take up this part. I had already started to implement menu 
loading (for context menu when right clicking on applets or the desktop) 
which is all done at the QGV Desktop level using a KMenu.

So this controls box would be a child of the RootWindow and would act upon the 
Desktop. I'll start to look into it.
