i committed an initial version of this today. now we can put all of our svg

to disk and then reloading that at startup improves startup time at all (by

the renderers aren't shared either right now, which they should be.
they also survive the lifetime of the Plasma::Svg object, which they probably 
shouldn't. =)

but exactly how to do that is something i'm punting on until we have more 
usage of it so i can actually collect useful (e.g. "real world") data and 
tune to that rather than stick a wet finger up in the air to try to judge the 
wind ;)
