[Panel-devel] Plasma Tutorial

Ok, added the failedToLaunch() and setFailedToLaunch() functions to the code, 
since there isn't much the check and/or cleanup in a hello world application 
I put some stubs there.

I expect these functions to get more exposure in the other tutorials since 
they should check for requirements more often. 

Moved the tutorial out of my home space and into the tutorial space.
