[Panel-devel] Blurry Panel Icons

Well if I don't make the change in panelview the panel isn't flush
with the bottom of the screen, it actually moves up a pixel, and the
bottom 1px horizontal line is the background then the panel starts.

By changing the +1 to +2 the panel is flush with the bottom of the
desktop again.
