I think it might be better as a few icons in the containment's toolbox ;) but 
icons in "empty space" work too. I still don't understand *why* you think 
it's better not to combine the two.

hmm, when panels are movable we're gonna have to think about whether such 
tools should try not to get stuck under a panel.
also, for there to be >1 desktop containment there has to be a clear way to 
zoom in on a specific one. hmmm.
