Here's a patch that adds a configuration dialogue and switches tooltips on and 
off. What do you think about this?

There's one issue though. The taskbar context menu can only be reached when 
there's free space in the taskbar. Maybe we should add "Configure Taskbar" to 
the taskbaritems' context menus?
